Turnout is a key input to candidate's strategy in elections. As only 23% of registered voters participated in the 2021 New York City mayoral election, the increase in turnout within different New York districts is likely have a significant impact on the outcome in 2025.

In this map, we take a detailed look at turnout in the 2025 Primary Election based on data from the Board of Elections in the City of New York.

The primary data is a good indicator of the most engaged parts of the electorate (and bases for each party) as voters are required to be registered with a specific political party in order to participate. Conversely, this means that areas with low turnout even amongst the bases are likely to also be the biggest opportunity areas in terms of wider turnout (unaffiliated voters).

Some key takeaways:

📍 Neighborhoods with the highest turnout in the primary (Green): Park Slope, Prospect Heights (Brooklyn), Upper West Side (Manhattan), Jackson Heights (Queens).

📍 Neighbourhoods with the lowest turnout in the primary (Purple): Brownsville, Dyker Heights (Brooklyn), Grant City, Prince's Bay (Staten Island).

To make this map, we started with a CSV file with election district boundaries (as GeoJSON) and the turnout metric we calculated. We used a Polygon Layer in Honeycomb Maps to show each district colored by the turnout number. We also use the Polygon Filter to allow users to see the number of eligible voters in a specific area. Tooltips on the turnout layer allow users to see detailed numbers for each election district.

Turnout was calculated by dividing the number of eligible voters in each election district (data from the New York State Board of Elections) with the number of votes cast in the 2025 mayoral primary (data from the Board of Elections in the City of New York).
